Project: Patagonia Telebingo & Patagonia Minibingo — Comprehensive Game Management

Patagonia Telebingo and Patagonia Minibingo are official products jointly operated bythe Lotería para Obras de Acción Social de Río Negro and the Instituto de Juegos de Azar del Neuquén (IJAN). The game is based on bingo using 15-number certificates (range 01–90) and a ball-draw system, with official oversight and publication of official results. According to the regulations, sales are carried out through a network of agencies/sub-agencies and may also be enabled through non-traditional channels.

End to end: ticket, draw, prizes, and control.
Our role is to comprehensive administrators of the product: we define and manage the complete game lifecycle, from the design and issuance of certificates and the configuration of series, up to the draw operation with digital tracking and the management of the prize program. In Patagonia Telebingo, the draw is broadcast live (regulated for Sundays from 14:00 to 14:30) and supported by an automated transparent draw machine under the supervision of a notary/public authority.

An “operational brain” that ensures traceability, transparency, and a consistent experience for players, agencies, and regulatory bodies.

System Context and Requirements

The system had to support a bi-regional operation between issuing authorities (Río Negro + Neuquén) and operate under a transparency standard: a draw using an automated transparent draw machine, official recording by the supervising authority, and issuance of an official extract as the definitive result.

From a systems perspective, the main requirements included:

  • Check A data model for certificates (15 numbers within the 01–90 range), series, issuances, draw rounds, and sales channels (agencies/sub-agencies and other authorized channels).
  • Check A configurable prize and jackpot engine: line, bingo, rollover jackpots, extra prizes, and special draws, as authorized by the administering authority.
  • Check Draw control with simultaneous digital tracking that determines the winning ticket for each round and consolidates the final result.
  • Check Operational traceability and auditing: logging of critical events (issuance, sales, closures, winners) and support for oversight processes (records/official extracts).
  • Check Multi-authority operation: joint commercialization rules with the Instituto de Juegos de Azar del Neuquén (IJAN) and the Lotería para Obras de Acción Social de Río Negro, aligned with agreements and administrative regulations.**

Functional architecture

The solution was structured as a centralized administration platform, with decoupled modules for issuance, draws, prizes, and reporting. The objective: to operate consistently across jurisdictions, reduce operational friction at points of sale, and maintain end-to-end auditability.

System modules

  • Check 1. Product and issuance manager: Configures Patagonia Telebingo and Patagonia Minibingo by issuance: date, series, rounds (Telebingo can define one or more rounds per certificate), and sales rules.
  • Check 2. Certificate issuance and design: Certificate management (numbering, series, face value, issuance, draw date, and security features). Foundation for Telebingo’s “double chance” feature.
  • Check 3. Prize program engine: Configures the prize structure by game and issuance (line/bingo, extra prizes, special draws). In Minibingo, incorporates specific rules and values defined by administrative decree (e.g., price $50 per certificate from Issuance 386; line/bingo/jackpot prizes; and draw conditions per ball limit).
  • Check 4. Draw operation and tracking: Draw management with an automated transparent draw machine and ball logging; simultaneous system tracking to determine winners per round and consolidate the final result.
  • Check 5. Sales channels and points of sale: Management of the network of agencies/sub-agencies and enablement of additional non-traditional channels, with commercial rules and control of series sold by jurisdiction.
  • Check 6. Prize validation and management: Certificate validation workflow and administrative management of prize payments (recording, auditing, reporting). For in-kind prizes, includes administrative rules such as tax coverage and the option for cash equivalent when applicable by regulation.
  • Check 7. Security, roles, and oversight: Roles by area (operations, commercial, control) and oversight support: records, logs, and the official extract as the final output of the draw.
  • Check 8. Operational reporting and publication: Dashboards for sales/series/winners and support for publishing official extracts and communicating to distribution channels (TV and mass media according to regulations).

Project impact from a systems perspective

We unified issuance, draws, prizes, and control in an auditable operational platform. Less friction for agencies, more transparency for the public, and a foundation ready to scale issuances, formats, and campaigns without losing institutional governance.

In addition to technical control, the project aligns with the social mission of the authorities: both Lotería de Río Negro (Obras de Acción Social) and IJAN allocate proceeds to social programs, education, community development, and the promotion of responsible gaming.
